PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps exists to alleviate suffering, poverty, and oppression by helping people build secure, productive and just communities. Mercy Corps established itself in Ethiopia in 2004 and has since developed a diverse set of programmes that extend into the regions of SNNPR, Oromia, Somali, Afar, and Addis Ababa.

GENERAL POSITION SUMMARY:

Mercy Corps is operating a nutrition program with mobile clinic component in the Somali region of Ethiopia. The Nurse will oversee Mercy Corps' implementation of a stabilization center in Degehabour zone of Ethiopia for a period of 6 months. She/he provides advice and leadership to staff on the development and implementation of Mercy Corps' Aware Health Post mainly diagnosis and treatment of beneficiaries, composed mostly of severely malnourished children with complications. This requires being responsible for the overall management of all aspects of the program, including planning, training staff, implementation, ongoing capacity building of local government partners and Mercy Corps staff, reporting, and evaluation of the program and preparing periodic reports back to Program Manager.


ESSENTIAL JOB FUNCTIONS:
  • Implement and manage Mercy Corps' Aware health center focusing mainly on the treatment of severely malnourished children with complications.
  • Train MC national staff - nurses and nutrition field workers on best health care practices
  • Provide on the job technical advice to MC staff operating in mobile clinics.
  • Follow National Malnutrition Guidelines
  • Prepare regular reports on nutrition in Mercy Corps' area of operation
  • Oversee the nutritional and drug supplies required for the operations of the Mobile clinics and the SC
  • Coordinate with the Ministry of Health and other relevant government authorities
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Organizational Learning: As part of Mercy Corps' agency-wide Organizational Learning Initiative, all team members are responsible for spending 5% of their work time in formal and/or non-formal professional learning activities.

Accountability: Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects

WORKS DIRECTLY WITH: Nutrition Coordinator, Nurses, Nutrition Field Workers, Nutrition Program Manager.

KNOWLEDGE AND EXPERIENCE:
  • An MS or equivalent in nursing and/or nutrition or other relevant field and at least 2 years experience in the treatment of severely malnourished children with complications in developing countries.
  • Experience working with Non-Governmental Organizations (NGOs) and more specifically with Community Based Therapeutic Care (CTC) Approach to the treatment of malnutrition
  • Effective verbal and written communication, multi-tasking, organizational, prioritization skills are necessary.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.
  • Willingness to work and adapt to a difficult environment
  • Experience working in an insecure environment and security knowledge is a strongly preferred
  • Previous work with conservative cultures, in remote environments, and in the context of high levels of poverty and humanitarian need essential

LONDON, SENIN - Menteri Kesehatan Qatar Dr. Sheikha Ghalia membahas kemungkinan Indonesia mengirim lebih banyak lagi tenaga kesehatan seperti dokter dan perawat ke Qatar.

Hal itu terungkap pada pertemuan Menteri Kesehatan Qatar dengan Dubes RI Rozy Munir di Kantor Kementerian Kesehatan Qatar yang merupakan kementerian baru, belum lama ini, kata jurubicara KBRI Doha, Ahmad Sudradjat di London, Senin (17/11).

Menurut Ahmad Sudradjat, dalam pertemuan itu Dr Sheikha dan Dubes Rozy Munir membahas kemungkinan Indonesia mengirimkan lebih banyak lagi tenaga kesehatan ke Qatar. Sampai saat ini tenaga kesehatan Indonesia khususnya perawat yang bekerja di Qatar berjumlah 64 orang. Mereka bekerja di pusat kesehatan di bawah naungan perusahan minyak dan gas Qatar.

Dalam pertemuan tersebut, Dubes mengharapkan ada peluang tambahan bagi dokter dan perawat Indonesia di Qatar khususnya dalam kerangka peningkatan kerjasama antarkedua negara di bidang kesehatan.

Menkes Qatar menyambut baik keinginan tersebut. Dalam kaitan itu, dia pun akan mengirimkan delegasi untuk mengikuti 'workshop' kesehatan di Jakarta yang mengambil tema "Peluang dan Kesempatan kerja bidang kesehatan di kawasan Timur Tengah" pada Desember mendatang.

Menteri juga mengharapkan perlunya peningkatan kemampuan bahasa Inggeris dan Arab di kalangan calon tenaga kesehatan Indonesia yang akan dikirimkan ke Qatar. Dalam pertemuan yang berlangsung dalam suasana akrab itu Menteri juga mengungkapkan rasa kekagumannya terhadap potensi wanita Indonesia, karena banyaknya kaum wanita yang menjadi pejabat di kementerian, kabinet, di gubernuran, dan juga menjadi bupati di Indonesia.

Diakuinya di kawasan di Timur Tengah, kondisi tersebut belum dapat diterima secara baik, terutama oleh kalangan ulama konservatif.

ESSENTIAL JOB DUTIES/SCOPE OF WORK:

The purpose of the program is to contribute to the strengthening of medical staff‘s technical and managerial capacity and optimize patient outcomes through intensive on the job medical education and professional development.

The Oncology Nurse is required to help increase medical staff access to relevant and effective medical education and professional development nationally through face-to-face, hands-on practical trainings and relevant managerial training.

He/she will be required to support the overall training program in the respective field as well as work with the program leadership to ensure the development of a well trained and integrated clinical and managerial team of Iraqi professionals. This will include the development of a training program and materials and the delivery of the training to professionals in Iraq. Coupled with this, he/she will be required to support development of quality assurance policies and procedures and recommendations to the MOH on national quality standards for personnel and facilities. This may involve engaging the appropriate association and/or developing standards for licensing/credentialing and accreditation.

Think Purpose
You will deliver on-site injury management, medical and health assessment, treatment and health promotion to all employees across site. Medical
- Participate at the morning meeting with the hospital staff.
- Collect various forms from the office used during work.

If deployed to the health post:

- Take charge of her/his attributed ward
- Participate in daily ward rounds and oversee management of patients after the ward round in consultation with the clinical officer and camp doctor as necessary
- Ensure patients in the ward receive treatment as required and all patient documentation is up to date including nursing cardex, observation charts and treatment sheets
- Liaise with the ward supervisor and hospital administrator through the head nurse to make sure ward materials are adequate (beds, mattresses, mosquito nets etc)
- Responsible for the discharge summaries and writes the prescriptions for patients on discharge
- Counterchecks drug orders for the ward and signs.

Supervision:
- Supervise the auxiliary staff in the health post and to give help and advise when needed.
- Supervise the ward supervisor in his duties and give support where needed
- Supervise ANC staff and give advice where needed.
- Report any outbreak potential disease to the outreach nurse

General:
- Substitute for other nurses as coverage demands, in another health post or hospital.
- Follow the security rules of GTZ.
- Collaborate with other agencies at camp level.
- Respect the internal rules of GTZ and the MOH staff regulation.

Background:
The Clinton Foundation HIV/AIDS Initiative (CHAI) works with partner governments in more than sixty countries on five continents to help bring effective, high-quality HIV treatment and care to people living with HIV/AIDS worldwide. Free antiretroviral (ARV) medication and patient care are now widely available in clinics throughout our programs. These local programs need highly experienced nurses, nurse practitioners, and medical doctors to mentor their colleagues in the identification of infected patients, the provision of comprehensive care including ART, and integration of HIV treatment into primary care. Assistance in the management of a busy, resource-poor clinic is also indispensable.

CHAI is looking for motivated nurses, nurse practitioners, and/or medical doctors with at least 3 years of clinical experience in HIV/AIDS treatment. Experience working in a developing country is also helpful. We are looking for clinicians who have expertise in both didactic and practical teaching, as well as those with the management skills necessary to help a clinic become more efficient, capable, and ultimately self-sustainable in its ability to handle an increasing volume of HIV-infected patients.

HIV treatment and free ARV medication is currently available in Indonesia. The Indonesian Ministry of Health and the Provincial Health Offices in Tanah Papua (consisting of Papua and Papua Barat provinces) plans to scale up HIV identification and treatment on the island with the aid of expert clinicians who can improve clinical education and system management in hospitals and clinics. CHAI is committed to assist with this goal by placing expert clinicians in strategic ART sites to educate staff, advise on efficient HIV clinical management, and improve VCT capacity and Home Based Care while enhancing sustainability.

The term of this contract is 6 months to one year.
* Note that Tanah Papua belongs to Indonesia and is located west of Papua New Guinea (PNG). Safety concerns in Papua are low and do not reflect security warnings associated with travel to PNG. Violent crime, civil unrest and political tension in Tanah Papua are minimal and should not be confused with the high rates of violence and opportunistic crime in PNG.

Responsibilities:
- Provide didactic and practical instruction on antiretroviral use and the identification of HIV exposed and infected children and adults
- Strengthen existing mentoring team in Jayapura (capital of Papua Province) and develop additional mentoring teams in other sites within TanahPapua
- Collaborate with CHAI Program Coordinator, provincial and district health offices and referral hospitals to create strategic plan(s) for a well
-coordinated, integrated HIV/AIDS response.
- Advocate and/or implement policies to scale up VCT at hospitals and community health centers (CHC) and improve Care & Treatment delivery
- Develop a robust internal referral network within hospitals (e.g. TB, in-patient wards, maternal-child health) and a referral network from CHC to hospitals
- Increase the appropriate use of PMTCT as well as solidify PMTCT protocol
- Provide analysis to CHAI country team of possible interventions to improve care systems- Provide technical expertise on organization of work and task shifting
- Implement monitoring & evaluation tools to assess clinic progress
- Create standard operating procedures

Skills Required:
- Strong knowledge of HIV/AIDS and at least 3 years of clinical HIV/AIDS experience
- Fluency in English; proficiency in Bahasa Indonesia is a plus
- Experience in teaching adult learners, case presentation skills and the use of powerpoint presentations
- Understanding of healthcare systems in resource-limited settings

Context & Programme Summary:
- Merlin Northern Sudan
- The goal of the Sudan mission is to address humanitarian and health crises within Sudan, with particular focus on Darfur (Western Sudan) while increasing capacity of local structures to deliver effective and quality primary health care services.

- Over two million people are now thought to have been displaced since the commencement of hostilities in the Darfur region, many of whom continue to be in acute need of emergency assistance. These needs are further exacerbated by seasonal rains & food shortages due to interruptions of agricultural cycles. Developments at the peace process level may initiate population returns in certain areas, while other areas continue to experience displacement.

- Merlin has been working in Darfur since late 2004, and currently runs 3 projects across South Darfur. Merlin's primary health care interventions provide quality services through both static and outreach mobile clinic services. Activities increase community-level access to health care by establishing static primary health clinics in former mobile clinic locations, and starting new mobile sites where population movements indicate severe need. The programme will also extend health education: Merlin believes that preventive health care has significant impacts on health status. This is embedded in a context where Merlin collaborates closely with Sudan's Ministry of Health and other government agencies for material and human resource support for projects. The focus for 2008 will be the continuation of the primary health care provision within the areas we're already supporting with the addition of nutritional support on a CTC basis.

Key Responsibilities

Programme:
- Implement TOT courses to train for Village Midwives, in undertaking safe motherhood initiatives including ANC, safe delivery, management of complications, post natal follow up, STI diagnosis and treatment and health education relevant to maternal health.
- Work with local staff to train health workers on reproductive health including,
- STI services, HIV/AIDS awareness and prevention, counseling for gender based violence and referral links with support agencies for psycho-social management of GBV victims.
- Implement standard protocols and guidelines for SMI and RH in collaboration with MoH and Merlin staff (such as syndromic case management of STDs, referral of obstetric emergencies, medical response to survivors of sexual violence, counseling, antenatal, delivery, post natal and family planning services)
- Develop and implement a supervision system for health workers and village midwives to support implementation of all SMI and RH activities.
- Strengthen referral services between communities and primary and secondary health facilities to promote SMI and RH access and utilisation of services.
- Ensure ongoing supply of drugs and consumables according to the protocols prescribed by MoH and supported by Merlin.
- Attend meetings with the MoH and UN agencies for program development of services for RH and SMI at district level.
- Participate in community meetings for women's groups, community leaders and village midwives in camps to promote more community participation in planning and delivery of appropriate services for SMI, RH and GBV management.
- Develop a strong monitoring system for SMI and RH activities during the emergency phase that will form the basis of a comprehensive M&E system.
- Support the development of new projects for Merlin Health programs in collaboration with the Medical Officer and Country Medical Co-ordinator.

Reporting:
- Write internal monthly and donor reports as required by Merlin management
- Provide regular reports and database information to MoH counterparts and UN agencies and other stakeholders as relevant to the health activities supported by Merlin.
- Document all operational research and relevant findings for field based health programs for Merlin.

Person Specification

Management of risk:
- Manage and assess risk within the areas of responsibility, ensuring adequate measures are in place to protect staff and patients
- Monitor work areas and practices to ensure they are safe and free from hazards and conform to health, safety and security legislation, policies, procedures and guidelines
- Ensure the safe storage, rotation and disposal of vaccines and drugs. Oversee the monitoring, stock control and documentation of controlled drug usage according to legal requirements
- Act as a role model to support members of the staff team to undertake mandatory and statutory training requirements
- Apply infection-control measures within the practice according to local and national guidelines
- Apply policies that reduce environmental health risks.

Utilising information:
- Use technology and appropriate software packages as an aid to the planning, implementation, monitoring of care and patients record keeping.
- Manage information searches using the internet
- Understand the responsibility of patient records confidentiality.
- Collate, analyze and present clinical data and information to the team using appropriate charts and/or graphs to enhance care

Selection Criteria:
- Knowledge of needs of patients with long-term conditions
- Aware of accountability of own role and other roles in a nurse-led service
- Knowledge of health promotion strategies
- Awareness of clinical governance issues in primary care
- Knowledge of patient group directions and associated policy
- Clinical skills, immunisation and vaccination.
- Management skills and ability to support patients to change lifestyle.
- Communication skills, written and verbal both in English and Khmer languages
- Ability to communicate difficult messages to patients and families
- Negotiation and conflict management skills
- IT skills
- Minimum 3 years post registration clinical experience with demonstrated experience in primary and community nursing
- Management of long-term conditions
- Involvement in implementing and using protocols and clinical guidelines
- Diploma in Nursing (Registered Nurse or equivalent)
